NPDCL Faces Scrutiny as IAS Officer’s Decisions Trigger Spending Concerns
Allegations Surround Administrative Conduct
A young IAS officer serving in a key position in NPDCL has come under discussion across the state over administrative decisions and alleged proximity to a relative of a senior political leader. The officer is reported to share close personal ties with the political family, with instances of attending private family functions drawing attention within official circles.
The officer’s growing influence is also being linked to administrative changes. Reports indicate that within six months of taking charge in a district, a sitting Collector was replaced, and the officer’s spouse was subsequently posted as District Collector.
Expenditure on Official Infrastructure Raises Questions
Concerns have been raised over spending patterns within the organisation. An official camp office earlier constructed at a cost of ₹30 lakh during the tenure of former IAS officer Karthikeya Mishra was reportedly renovated again at a cost of ₹60 lakh under the current officer. Despite the expenditure, the officer is not said to be residing there, while the facility is being used following the spouse’s appointment as Collector.

In another development, construction activity has begun for an additional floor in an existing four-storey NPDCL building. The justification cited is inadequate ventilation in the current office space, prompting plans for a new fifth-floor cabin.
Financial Practices Under Lens Amid Loss-Making Status
These expenditures have drawn criticism as the organisation is already reported to be running in losses. Internal discussions among employees suggest concerns over what they describe as avoidable spending.
There are also unverified claims circulating among staff regarding the use of organisational funds under “other expenses” for private events, including a birthday celebration at the officer’s residence.
Official Meetings and Resource Use Questioned
A recent meeting on AI technology organised by the department has also come under scrutiny. Senior officials Naveen Mittal and Musharraf Ali attended the session held in Warangal. For the event, multiple food items were reportedly sourced from a five-star hotel, Ashoka.
Employees allege that the event resembled a private gathering, with a Collector invited despite having no direct link to the programme. Around 100 food plates were arranged, but less than a third were reportedly consumed, leading to wastage.
Employee Transfers and Facility Use Highlighted
Within the organisation, the officer is said to exercise significant control over employee transfers, with decisions reportedly made based on personal preferences. Additionally, funds were used to procure gym equipment for staff facilities at the NPDCL office, including items specially ordered from Hyderabad.
However, internal accounts suggest that the facility is largely used only by the officer and spouse, raising further concerns among employees over resource utilisation.

The developments have led to wider debate among employees and the public regarding administrative accountability and the use of public funds in government-run institutions. While no official statement has been issued so far, the matter continues to be widely discussed within departmental circles.
